Masuda Method
>The Masuda method (Japanese: 国際結婚 international marriage), also known as Masuda's method, is a fan-made term which describes a way to obtain Shiny Pokémon more easily in Generation IV and V. While the standard encounter rate for a Shiny Pokémon (either in the wild or by breeding) is 1/8192, the Masuda method multiplies this rate by 5 (to 5/8192 or about 1/1638) in Generation IV and by 6 (to 3/4096 or about 1/1365) in Generation V. It occurs whenever Pokémon of differing real-world geographical origin are bred.

Chaining
>This method uses the Pokéradar in Pokemon Diamond and Pearl and Pokemon Platinum to encounter chains of the same Pokémon. Using the Pokeradar you can increase you chance to find a Pokemon and it be shiny. Remember you have to keep finding the same Pokemon.

Shiny Charm
>This Key Item increases the likelihood that you will encounter Shiny Pokémon. When you have the item in your bag, then the chances of encountering Shiny Pokémon in the wild is increased to 300% of normal, making it a 1 in 2,730.6 chance. If, however, you're using the Masuda Method to breed, it increased it from 1 in 1,365.3 down to 1 in 1024.

Yes. You have to complete the national and unova dex. Professor Juniper
will give you a shiny charm with increases the chance of finding a shiny Pokemon.
