While this has been answered for quite some time now, with a very good answer, I still think SpecsTaria can shred teams to pieces if they are unprepared. And believe me, most teams are unprepared to STAB Draco Meteor in NU.

EVs: EVs allow Altaria to outspeed Adamant Torterra and smack it with a power Draco Meteor. 192 HP allows it to take a hit from Specs Exeguttor and then replicate with Draco Meteor or Fire Blast.
Moves: Dragon and Fire attacks together provide close-to-perfect coverage in NU and Specs allows Altaria to get the most power out of it's attacks. Draco Meteor is his main STAB and hits extremely hard. Not many Pokemon can resist two Draco Meteors in a row. Fire Blast performs great coverage with Draco Meteor and hits stuff that Draco Meteor can't hit for normal of super-effective damage. HP Ground 2HKO's defensively inclined Bastiodon and Probopass who resist Fire Blast and Draco Meteor. Rest surprisingly works with a Choice Item as Altaria will switch out, meaning that Natural Cure will take care of the Status.
This thing hits so damn hard when you're not missing with Draco Meteor...
