What Pokemon is the girl in Ramanas Park referencing?

There's this girl in Ramanas Park that says this:

Ramanas Park is so scintillating! Trainers and Pokémon here are so full of intent here!
There are some Pokémon I've never seen. Would you show me if you had one?
Let me see...
I'd like to see a Pokémon that does nothing but eat and sleep.
What was that Pokémon's name now...? Oh, it's on the tip of my tongue!

The first Pokemon that comes to mind is Snorlax. But Snorlax can't be found in Ramanas Park. Is she referencing a specific legendary? Or something entirely different? Does this girl even do something if I bring the correct Pokemon (having it in my party, because the game doesn't allow me to select a Pokemon or anything), like give me an item, or is she just another useless waste of code taking up space?

The Pokemon the girl is referencing is; just as you guessed, Snorlax, despite not being encounterable in Ramanas Park. Presenting a Snorlax to her rewards you the Kitchen Timer app on your Pokétch, and you may later present to her a Kecleon to receive the Color Changer app as well.
So, not entirely a waste of code, but not very significant either.

From the looks of things, it is Snorlax. Assuming that this is what you're referring to

Kitchen Timer: Lobby; given by a woman after showing her a Snorlax
