How to find Flash Cannon TM in ORAS?

Pokemon Oras is my fav game and I love to play it. I'm very confused about one thing! I'm trying to get tm flash Cannon but I can't get it. It's been more than 2 weeks or so tried speed up time trick to get mirage spots early but I seem to not get the one where flash Cannon is located.
Is it one of the islands where you need to connect with internet in 3ds to access more islands?

Flash Cannon is located on the Mirage Spot North of Route 125 (the route leading to Shoal Cave).
The Mirage Spot will have ruins and the Pokemon that spawn in the grass are Porygon and Purugly. When you arrive on the Mirage Spot, go East until you see the ladder, go up the ladder, and then go up and left until you reach Flash Cannon.

Since Mirage Spots are random, it's a matter of luck until you get the right Mirage Spot.

So I just have to wait until it appears! And this won't rely on the internet connection to unlock more mirage spots as it does in 3ds? I just wanted to be sure as alot of tutorials tell to connect your 3ds to internet to access more mirage spots which also includes the island where we can encounter (Crecelia). It would be a waste if some islands are programed to be that way!

You can connect to the internet to get more islands to appear daily, but no, it's not necessary to connect to the internet for any of the Mirage Spots to appear.

TM91 Flash Cannon is on a specific mirage island visible on the map in the northeast region of Hoenn. Mirage spots change each day so you can adjust your 3DS clock if you want to keep resetting the mirage spot RNG until you find the exact mirage island indicated on the map image below:

The island is really small and you'll find the TM on the ground at the edge of a cliff, just climb up the small ladder on the eastern side of the island to reach it.
