When will the Traveling TM Salesman appear at Slateport City in ORAS?

I want the TM for Thunder Wave so I can teach it to a Sturdy Magnemite and give Ho-Oh a status condition.

The TM salesman needs no special requirements to appear in ORAS. The salesman is in the top right of the market. In RSE, you must first get the TM43 (Secret Power) on Route 111.
