Does Strength Sap work on Substitute?

Question

Just wondering if Strength Sap works on substitute in anticipation of a battle I have next week. I read about substitute on Bulbapedia and couldn't find any mention of strength sap despite all the other moves listed. It may even be different for different generations but I'd like to know the answer for gen 9 - Scarlet and Violet. Thanks in advance

No, Strength Sap does not work on a substitute, not in any generation.

A substitute also protects its owner from certain effects caused by other Pokémon. (Most effects are not affected by their user's substitute.) A substitute protects from:
- any stat stages being lowered;

Does the stat changes being lowered include the HP healing though?

I would be 99% sure, since the negation of the stat change would most likely negate the HP healing as well.
