If a pokemon has substitute and dig,dive or fly and they use substitute first then dig,dive or fly, would it be a good strategy because substitute protects you from move that double the damage when you are diving,digging or flying.

I got this idea when I was doing a random battle.

No, because first they can take off the substitute and then use protect. They can use earthquake, surf and stone edge which are common moves in battles. They can switch to a steel type with levitate. Steel types have major defenses. They can also use magnet rise. So my opinion is no, it is not a got strategy, sorry.
