Can low rank Tera raids wield a shiny?

Question

I believe something in SWSH was like only 5 stars could be shiny, so I wonder if it’s something similar here

I want an event shiny Eevee but I’m only getting 1-3 star raids

Any Tera raid den can contain a shiny. This Applin den is a 1 Star raid, but a shiny does appear.

It doesn't show the menu before you go into the raid that shows the stars, and since I don't have the game I don't know if there's a different way to tell, but it seemed very easy to beat, so I would say it's a low star rating.

the one thing with tera raid shinies is that they are always full odds even with sparkle power and shiny charm. i would imagine that most tera raids could be shiny but not all. I would think that the event charizard in a few days would likely be shiny locked, but I'm only assuming
