Is there a particular reason Deoxys is unable to relearn forgotten moves in Gen 4 mystery dungeon?

I can't find any information on the internet tied to a rhyme or reason, but I suspect there may have been programming difficulties after seeing this. Thankfully it's still early and I just freshly recruited it, and I didn't miss anything substantial. My curiosity is just piqued, and I'm disappointed they couldn't find a workaround if that's the case.

Does this also happen to Shaymin (another mon that can change forms inside a dungeon and has different learnsets based on form)?
