Not particularly. Superpower and Close Combat both outclass it, and both have far wider distribution (Superpower is also outclassed by Close Combat, it should be said.). They each have higher damage right off the bat, while Revenge has a specific thing that needs to happen to get over 60. It's okay in-game, but even then, things like Brick Break Drain Punch outclass it.

It's okay in-game, until you get a better move. Competitively, it's bad, nothing else to it.
