As for Generations IV and beyond, all those events are archived on fan servers, even location based events. but seeing as Generation III (Most events from generations I-II were just special Pokemon/eggs traded to your game, and are basically unarchivable, I'll be focusing on Generation III) games had no wifi capability, I'm wondering if there is any way to access old events through glitches, and preferably, without cheating devices.
