Ho-Oh, Lugia, Rayquaza, Palkia, Dialga, Giratina, Reshiram, Zekrom, Xerneas, Yveltal, Solgaleo, and Lunala all have BST 680. Why did Groudon and Kyogre not get that treatment? Is there a logical reason for this? Is it because they have strong abilities?

Kyurem and Necrozma Don't have a BST of 680. :P
They aren't game mascots. Only their stronger forms are.
Maybe the Pokémon Company planned for Primal Reversions and made them a little weaker on purpose. ¯\_(ツ)_/¯

This still doesn't excuse White and Black Kyurem having BSTs of 700. Suicune doesn't have a BST of 680 and is a box Legendary. Who said the Box legendaries had to have 680 BST? Are you sure it isn't that Box legendaries tend to be stronger and 640+ is a pretty solid BST? :P

Here's an easy answer: it's because they didn't
My theory is that Rayquaza was the first legendary that was supposed to be stronger than 2 other legendaries, so they made Kyogre and Groudon slightly weaker than Rayquaza.
Black Kyerum an White Kyerum are box legends — no 680 BST
Sucine is a box legend — no 680 bst


I don't think GF honestly cares about the BST all being the same, but If I were to guess, they would think giving them that 10 extra BST,  would not make sense.
Dusk Mane and Dawn Wings Necrozma have a BST of 680. My second comment said that there is no rule that a box Legend should have a BST of 680. :P

genius. bulking Rayquaza up would make Rayquaza too close to Arceus.
