I'm pretty sure that's the number of times you hit the Soothing Bag, not the number of hits to get it. It's a random chance.

I think you need 250 hits to get one. If you dont bother to do that you could use drugs like Protein and stat reducing berries like Pomeg Berry to make it happier.
