Specs Latios are usually hit and run Pokemon.

...which means they come in, hit hard and switch out again. As of such, the Special Attack drop from Draco Meteor is somewhat mitigated, which makes it a better alternative in general.

If you want to go for sweeps, Scarf and Life Orb Latios are usually the better choices (pun unintended lol), but in case you do want to use Specs Latios as a early sweeper, Dragon Pulse is a usable alternative.

If you're running specs, then Draco Meteor. It is an extremely powerful move for le dragon types. Here is the Latios set that some people run:

Latios @ Choice Specs
Trait: Levitate
Timid Nature
EVs: 252 SpA, 252 Spe, 4 SpD
Moves:
Draco Meteor
Psyshock
Hidden Power Fire
Surf

Draco Meteor.

Higher damage (and acceptable accuracy) goes better with specs boost, since your aim is to dent if not OHKO your opponent. The sp. atk drop isn't so important because you shouldn't anticipate Latios to stay in for more than 1 turn, since it's locked into 1 move, and regardless of what that move is or does, your opponent can just switch into something immune/ resistant.

Dragon Pulse is suited for bulky Latias sets, where the sp. atk drop is really undesirable because you might want her to stay in.
