Are there any Pokemon that don't learn STAB by level up?

There are Pokemon that used to get no STAB moves, though this is just mostly because there weren't a lot of moves in the earlier gens.

Magikarp(besides the event one with hydro pump) and feebas. Feebas can learn water type moves, but only by tm. Hope this helps!

Really? Are you sure? I mean, what about Magikarp? It can't use STAB. Besides the Hydro Pump event, anyway. And Smeargle, and Ditto, and.... Do you see what I'm getting at?

Sketch is normal type, transform is normal type. Smeargle and ditto are normal types.

Yes but they gain no STAB from those moves because they're not attacking moves.
