How much do Suction Cups and Sticky Hold increase the fishing encounter rate in X/Y?

Question

I know Suction Cups and Sticky hold increase the rate of hooking a Pokémon during fishing, but I want to know the EXACT rate. Lets say, like 50%. BTW, what's the rate of hooking a Pokémon without Suction Cups or Sticky Hold?

i dont know the exact amount, but i know every time i go fishing with my accelgor in first place (with the ability sticky hold) it always lands a pokemon, and i mean 100% of the time. it never misses, i dont know if that just means my accelgor is lucky, of that the ability guarantees a 100% hook rate

There is no rate if you have a Pokemon with suction cups/sticky hold in the front of your party, there is a guaranteed chance.

These three sources indicate that Suction Cups and Sticky Hold do not guarantee a chance, so it is likely that this user was just lucky with their "dozens of chains". Also, fishing in a spot that is blocked three ways guarantees a hook, so that is a possibility as well.

That Smogon link is also not trustworthy, because it says you must be surfing to chain fish, which is false.

From my chain fishing experience, the combination of Suction Cups/Sticky Hold and fishing next to rocks results in at least a 99% chance of encountering a Pokemon. It's been a while, but I don't ever remember a Pokemon not appearing on the line.
