All Pokemon affected by Spikes take the same amount of damage from it (1/8 for one layer, 1/6 for two layers and 1/4 for four layers respectively.
Toxic Spikes don't inflict direct damage but poisons the for with one layer up and badly poisons the for with two layers up.
Stealth Rock inflicts damage based on typing however. Based on the Pokemons weakness to the Rock type Stealth Rock will take away 1/32, 1/16, 1/8, 1/4, or 1/2 of the inflicteds HP.

Additional info: the current Pokemon that takes the most damage from hazards is Volcarona, having its health cut in 1/2 by Stealth Rock but also being damaged by Spikes and Toxic Spikes (to which Charizard and Ho-Oh [and I guess Talonflame] are immune although having their health halved by rocks).

Update, Frosmoth and snom get oneshot with the introduction of a steel type version of stealth rocks

by
Alolan Ninetales and Delibird can also get one-shot by hazards.
i didnt know that they were also counted, guessing delibird only counts if gravity is in effect tho
