Why can't Unfezant learn Acrobatics?

Acrobatics is Flying type, so why can't Unfezant learn it? Is it because of the Normal typing?

Because Gamefreak didn't want Unfezant to learn Acrobatics. There's no other reason why, considering that Archeops is a similar Pokemon and can learn Acrobatics.

There are moves that Pokemons can't learn even if they are the same type and Acrobatics is one of the moves that Unfezent can't learn, think about it this way Unfezent also can't learn Sky Drop and the reason is that it is not strong enough to lift another Pokemon in the sky.
