Is Bullet Punch a good move for Lucario?

Is bullet punch a good move to teach lucario. If so which Pokemon can I breed it with?

Bullet Punch is fine on Lucario. Here is the moveset for Lucario off Smogon:
Lucario @ Life Orb
Trait: Justified or Inner Focus
Nature: Adamant
EV's: 4HP/252 Att/252 Spe
Moves:
- Swords Dance
- Close Combat
- Extreme Speed
- Ice Punch/Crunch/Bullet Punch

As you can see, they do include Bullet Punch in their list of options. You could also get rid of Swords Dance and give him 2 of those last moves and a Choice Band if you wanted to, so Bullet Punch is perfectly viable.

As for who you can breed it with Hitmonchan is the only real option, although Lucario is also in the Field egg group, so it can also breed with Smeargle.

Bullet Punch is a Steel Type Priority Move, which is not only Boosted by STAB, but also makes up for it's middling Base 90 Speed.

So, yes, Bullet Punch is a good option.

the reason i only said Hitmonchan for breeding partners is that the others only get it as an egg move, so if your breeding anyway, why not start with what you actually want to have the move, instead of unnecessary chain breeding. Unless you already have a Machamp with Bullet Punch i suppose.
