Kyogre moveset change.

Question

I'm thinking of making my Kyogre more like my brother's. So: Water Spout, Rest, Sleep Talk, and Ice Beam/Thunder. The question is, should I get Ice Beam or Thunder (or something else? likely not but still an option.)

Ice Beam: Deals with Grass types and Dragon types. Has higher PP. 10% chance to freeze. 100% accuracy.

Thunder: Thanks to Drizzle has 100% accuracy and a 25% chance to break through Protect and Detect. However, if another weather effect comes into play or if Drizzle is cancelled, Thunder will have only 70% accuracy. Thunder also does more damage than Ice Beam at 120 base power, and also has a 30% chance to paralyze. It also can deal with other Water types.

Id Go With Thunder. Ice Beam is best Handled by a Support Pokemon Just For Kyogre, like Lapras.

Personally I'd give it both.

Our Kyogre has Water Spout (powerful, STAB, more powerful in rain), Ice beam (useful for getting rid of grass and dragon), Thunder (Awesome combo with his drizzle), and toxic (still not sure if I am going to keep this move, I would have given it earthquake- to get rid of electric weakness- but in the party we use it in there are already two earthquakes. The only real reason I taught it toxic was because I was annoyed that none of my party could learn other poison type moves)

The party it is in is a very offensive party, with pretty much all the moves being attacks.
