So, I'm aware that after beating the game you can find Kyogre and Groudon on the routes which have their respective weather, and that those routes are randomly chosen.

But can they move? I've heard some reports that imply that they're on a different route each day, and some that imply that once the route is chosen, they never leave. Which is it?

I don't have time to post an answer rn, but basically, the location of the caves changes occasionally. It isn't a daily event, but it isn't a static cave. Bulbapedia says if you don't reach the cave fast enough, it disappears and the other one appears, but on there and on other sites, I didn't see how long it takes for the cave to disappear.

Groudon and Kyogre appear in the Terra Cave and Marine Cave respectively. The location of the cave is not set, but it isn't daily either.

Unlike most other locations, the location of Marine Cave is not set at all; it can be determined by speaking with a man at Hoenn's Weather Institute, who will explain that one of four routes is under abnormal weather conditions. If the player does not reach Marine Cave fast enough, it will temporarily disappear and Terra Cave will appear. However, once Groudon is defeated/caught in Terra Cave, or if the player did not arrive there fast enough, Marine Cave will reappear and relocate.

In Pokémon Emerald, it is the only place where Kyogre can be caught. It will only appear once the player has entered the Hall of Fame, and it will disappear completely after Kyogre has been either caught or defeated.

Its counterpart is Terra Cave, and the two caves cannot appear at the same time. The player must defeat, catch, or leave the Legendary Pokémon alone long enough before the other cave will appear.

Basically, the location of the caves aren't set, but they alternate which ones are present and change locations. From everywhere I looked (websites and videos), the amount of time it takes for the caves to alternate/change spots is never mentioned, but from what I scarcely remember from playing Emerald, the change just kind of happens after a while, so you shouldn't have to worry about not being able to get them or something. As long as you check the location and know where the caves are at, you should be able to reach the caves in time just fine. Serebii has a couple pictures of the spots where the Terra Cave and Marine Cave appear.

This is such a cool take on roaming legendaries
I mean, the legendaries or caves don't really roam in the way actually roaming legendaries do, they just switch locations.
Kyogre and Groudon also move around a lot less than real roaming Pokemon like Latias.
I just caught all three legendary birds and cresselia in platinum today. I felt that response in my bones.
