Scizor can be obtained at level 1. Just get level 1 Scyther and trade it holding a Metal Coat.

That is just one example. What are the rest?

If there were any events that gave out fully-evolved level 1 Pokemon, put that too.

Someone please answer this; I'm so bored but I really don't want to resort to counting Pokemon to keep myself entertained.

Breeding without Incenses

Note that if you breed, for example two Snorlax without Lax Incense the hatched baby would be Snorlax, full evolution instead of Munchlax.

  • Snorlax
  • Wobbuffet
  • Mr.Mime
  • Chimecho
  • Sudowoodo
  • Roserade
  • Azumarill
  • Mantyke

Note: Blissey won't count because you need to level up Chansey with high friendship meaning you can't obtain it at Level 1.

Hope this helps! Comment if anything missing.

Oh wait...I forgot incense evolutions! Lemme add it quick.
Arent there a lot of them that can just be caught fully evolved in the wild like in PoGO that can be transferred to the main series games?
I would suggest you to make the final forms Bold.

Eg: **Sandslash-Alola**: from Sandshrew-Alola by Ice Stone.
@~BlazingStaraptor~, I don't see any need for it. All the Pokemon that are written are final forms already.
@falsebenguy2211, what's PoGO?
PoGo is short for Pokémon GO (99% sure...)

I don’t think Pokémon that you can catch in GO, and then transfer shouldn’t be counted on this list since there are so many of them.

oh skipped porygon2...ty Mew :)
the question asks about lvl1, not lvl100…
all these Pokemon can evolve at lv.1, including porygon2 since it can evolve fro porygon at lv.1 and evolve into porygonZ at lv.1
Nidoqueen, Nidoking, Clefable, Vileplume, and Bellossom are incorrect, since you cannot get their previous stages at level 1.
How do you get a Nidorin@ at level 1?
That took long enough. I even prepared a speech :P

To obtain a Nidorin@ in-game, you must go through Mordor, obtain, Slay the Goblin King again, burn the One ring, visit Frodo and Resurrect Sauroman, after that Nidorin@ will evolve so will the rest....jk

ty for the notice though, I failed by that much....
Obtain what?
oh you want to go on my quest :3

obtain the Elk of King Thranduil
What if I already ate it?
lolololol

then you must bring me the head of Gothmog :)
I ate that too.
lololol, is there something you haven't eaten yet xD
How is gloom on list
It still needs to evolve from a oddish
Gloom evolves from Oddish by a stone, not levels.
Please don't necropost without valid reasons P (don't post to reply to old posts)
It's OK if he is fixing incorrect info, but the funny thing is that he is the incorrect one. Oddish doesn't evolve into Gloom with a stone, Gloom evolves into Bellossom/Vileplume with a stone. :P
Lol...that has to be the funniest thing i've ever read! Imagine Oddish needing a stone to evolve...
@Aeternis you forgot Porygon.
you forgot growlithe. It uses a fire stone
This answer doesn't include Pokemon like Snorlax that must be bred with an incense in order to hatch the unevolved form.
