How did Charmander learn Metal Claw at level 13 in FireRed?

Is that normal? I didnt hack or anything just beat Brock's Onix and Charmander learned Metal Claw

Kinda strange that he'd learn Metal Claw that early isn't it? I'd mke it learn it at 19 as a Charmeleon if I could.

I think because if the player chooses a fire type at the start of the game it didn't really have a chance against rock types, so nintendo put that move in the game for charmander.
