As supplementary advice, the recoil from Volt Tackle is pretty devastating for a Pokemon with such low HP. Go for a special move instead.

Pikachu's in the wild hold Light Balls (5% chance of it holding Light Ball). Catch them. To improve your chances of meeting one, have the first Pokemon in your party with the ability Compound Eyes, or Static.

Compound eyes: increases chance of wild Pokemon holding an item by 50%
