Where do I get a Light Ball?

If you mean a light ball, to double pikachu's offensive stats, they can be found on wild pikachu. You can use thief to steal it. The easiest way is through heart gold and soul silver and using thief on red's pikachu as it has one.

I would rather use Covet. It has a 100% chance of stealing an item, unlike Thief which has 40% chance.

This site used to say it has 40% but that was just a mistake
