Can Garchomp become a defensive tank in Sand?

Question

Holding Rocky Helmet and ability Rough Skin is to do with the attacker touching Garchomp. So invest 252 Def and 252 HP 4 Speed...could that make him a good physical tank?

Yes, but it's best as a sweeper. I have tried it with Rocky Helmet and Rough Skin in OU, and it works well, but there are many better options as a physical Tank in OU.
Normally (in OU) would the opponet go for Ice Beam (special attack), what would be enough to OHKO Garchomp, (In this case Light Screen-support would help).
However I like your idea!
