Only Rock types get the Special Defence boost in Sand; not Steels. So Ferrothorn doesn't fit your criteria. Ferrothorn is much better used to focus on walling physical hits and stalling back, as the higher Defence stat than Special makes all the difference when running a 74 HP stat.
