A sample pack is basically a collection of "samples", or, just audio files. They can be different types of sounds, like the video actually advertises for. Like, FX (Effect sound), one-shot, loops, all of which may include bass sounds, drums (or drum loops), vocal samples, etc. They're in the form of like .mp3 files only they never really use .mp3 actually for these kinds of packs. Because you're meant to make music with these samples and arrange them in such ways (i.e. they're not meant for listening pleasure on their pure own like a song is), they come in .wav files or maybe another high-quality audio format (usually uncompressed). .mp3 is a distributable format that highly compresses the audio to reduce file size. You don't want this when making music! :)
It depends. Some artist have released packs, some haven't (maybe, most haven't, I should say). The platform Splice has some artist packs, though, including packs from Virtual Riot!
