If we were to combine aspects of Final Fantasy 6 and Pokemon, as I'm doing here, Gau would likely defeat Primal Kyogre in a fight. Before you say 'no gau bad', which I know you're gonna say after this, I'm going to give a full explanation, which includes me switching Pokemon moves with Final Fantasy magic and the like.
Primal Kyogre's weaknesses: Grass (unknown equivalent), Electric (Thunder)
Primal Kyogre's resistances: Water, Ice, Fire, Steel (unknown equivalent)
Primal Kyogre has Primordial Sea, which can would negate Fire damage, making Fire, Fira, and Firaga useless. However, due to the resistance to Fire, they wouldn't be all that useful anyways. Primal Kyogre's offense would include things such as Water Spout/Origin Pulse/Surf (Tsunami/Flood/El Niño), Thunder/Shock Wave (Thundaga/Thunder), Blizzard/Ice Beam/Icy Wind (Blizzaga/Blizzara/Blizzard), Ancient Power (Stone), Signal Beam (unknown equivalent), ect.. However, Paladin's Shield would absorb Water Spout, Origin Pulse, Surf, Thunder, Shock Wave, Blizzard, Ice Beam, Icy Wind, and negate/absorb Signal Beam if it had an element. Ancient Power would land a blow and confuse him (the effect of Stone), however, meaning he may hit himself. How much damage would the confusion do? Likely 1 with that high Defense, but I am uncertain. Ancient Power would also do eight times more damage if Primal Kyogre and Gau were the same level. However, this is unlikely, as Gau is currently level 99, the max, and the max for Primal Kyogre is 100. It's not too powerful an attack but would damage him. Primal Kyogre also has physical moves such as Earthquake (Quake), but it's unlikely you'd use them. I could touch on those as well if you'd like.
Now we have moves such as Thunder Wave/Block (Stop), Sheer Cold (Death), Scary Face (Slowga), Swagger (Confuse), Toxic (Poison Touch), ect.. Oh, and did you know that Kyogre can learn Defense Curl via tutor in Gen 3? I sure didn't. Kinda funny. Moving on from that, those may sound like some useful moves. But there's some big problems: Ribbon, for one. Ribbon is a relic that would block the effects of Swagger and Toxic. Safety Bit would also block Sheer Cold's effect. Stop is an issue, yes, but it wears off, so Gau's HP would have to be knocked down very quickly, and good luck with that. And even if his HP was lowered, he could use Curaga to heal.
Since Gau can have any magic taught by espers, that gives him a wide variety of things to try out. If he were to forgo the Ribbon or the Safety Bit (preferrably Ribbon), he could use the Soul of Thamasa to cast two spells in one turn, or the Celestriad to reduce the MP cost of all spells to 1, meaning he could be in the game for a long time. He has great bulk with the Snow Scarf and Paladin's Shield, so he could stall with the use of Celestriad. Or he could main brutally with the use of Soul of Thamasa. Thundaga would be super effective, though Ultima would naturally hit very hard as well. Primal Kyogre's Special Attack (Magic) would be something to fear in most cases, but the Paladin's Shield would make most of the attacks useless, and any physical attacks wouldn't be very great either due to his maximum Defense. Even if he were to have a minor four spells he would be quite powerful.
Celestriad / Safety Bit combined with Thundaga / Ultima / Curaga / Esuna as well as Paladin's Shield / Genji Helm (preferrably Dueling Mask but it's not currently on my hands) / Snow Scarf
Well, never mind, it seems he can fill both roles with that. Let's say we get rid of Primal Kyogre's weakness to Thundaga and other moves of the same element. That won't help Ultima. Ultima will likely hit for 9999 damage and has no element, and if Primal Kyogre had really high HP (let's say 100,000), it could still be whittled down. Even with healing moves to keep it alive, Primal Kyogre's PP/MP would eventually run out and make him unable to use his moves/magic, while Gau would be able to use magic 999 times due to the Celestriad. And if Primal Kyogre had MP, he could replace Thundaga with Osmose and regain his MP. Safety Bit would block instant death, meaning Sheer Cold wouldn't harm him, and his HP couldn't be whittled down fast enough for Thunder Wave/Block to have too much of an effect. In fact, it might help him more than anything, because then he wouldn't spend any MP for a while. Esuna would heal some status ailments such as Poison from Toxic, so he couldn't be killed with that either.
If this were a real situation, almost any character could also pull this off, but since we brought up Gau, I've used him as an example. You could easily make Gau the loser if he had no equipment or relics or was at a low level or had very little magic, but that'd be like using a low-level Kyogre with no Blue Orb and a bunch of weak moves, which would be quite unfair.
