Does using special privileges use the points needed to get them?

Question

Alright so you must have at least 30 points to upvote stuff. Does this mean it takes 30 points to upvote, you get unlimited upvotes if you have 30 or more points, or it takes a set amount of points, like 2 or whatever. Sorry it's just a little unclear.

The only way to lose points is giving down-votes and receiving down-votes. You can do everything else for free as long as you have the privilege.

The only action you can perform that will result in point loss is downvoting another answer. As a way to discourage spamming needless downvotes, each one takes away 2 points from you. The only other way to lose points is by getting downvoted yourself -- each downvote loses you 10 points.
