You can create them by typing them in instead of selecting them. So, one of your tags is "tags" yes? Well you likely found that as a suggestion, but what if you didnt see it? You would type the "t" then the "a" etc. Until it showed up. When you create tags, say I wanted one for I don't know, "create". Well, first I would do what I mentioned above, typing it in until it shows up. But if it doesn't, you can continue typing until you get "create". You can then put a space, thus ending the tag, and continue typing, or post the answer after. So basically, just type whatever the tag is, then put a space/post the answer, and if you have the permission, it should work.
