Uhh... well...
When you make a deck, you need a 60 card deck that doesn't break and TCG rules.
And you must have a certain number of Series that you are using. Most likely the current format (B/W onward), but you can say, make a Neo-series deck.
Not a whole lot really, considering TCG deck construction is mainly just a deck...
