How do nest balls work?

Question

I have been wondering this for a while. How is the effectiveness of the nest ball calculated? Is it by the highest lv pkmn on ur team or the lowest??? Just something I've wondered. =) it would help though.

The Nest Ball does not depend on your pokemon or team, only the pokemon you're trying to catch.

If its level is under 20, the capture rate is 3x.
If its level is 20-29, capture rate is 2x (same as an ultra ball).
If its level is 30+, capture rate is 1x (same as a poke ball).
