Some old guy is in front of the gym in virdian.. how do I get him to move?

You have to find Blue on Cinnabar Island in order for Blue to reutn to the gym, and make the old dude move. To get Blue to go back, you must have the other 7 Gym badges of Kanto to prove to him that you're good enough to challenge.
