This guy is standing there and I don't know how to get him out of there... HG in kanto

The seventh gym is in seaform island. There is no one standing in front of it. Since you were probably talking about the guy in front of the eighth gym then you have to beat blain first.

Beat Blaine first then Blue will return from Cinnabar Island to the Viridan Gym.
