Need to be in a double/triple battle.
Let's say you have two Honchkrows with Quash and Payback(or any other move that increases power when moving last), but both with 252Spd EVs. Use Quash(Needs speed boosting nature like Timid) to make your partner move last to boost Payback's power.

What happens if Honchkrow uses Quash and an ally uses Focus Punch? Will the "Quashed" get hit by Focus Punch before it moves or will it move before the Focus Puncher?
