If you combine it with moves like lock on, it can be. It's high power and guaranteed paralysis can be very useful. Perhaps in a double battle, have machamp with no guard as its ability, and use it knowing it will hit, and combine it with machamp's dynamic punch for massive damage to a paralyzed/confused foe.
