What tier would Thundurus be in at the moment?

I believe Thunderus is considered an Uber, though i know that it has been debated as to whether it should be OU.

Thank you for that. I was wondering that because the judge in the subway in Nimbasa said he had a superior advantage over all. He is my highest level Pokemon and I would want him if I entered a tournament. Again, thank you.
