What's a good LC rain team user that has good attacking stats?

Question

• Works well on a rain team
• Must be in little cup tier
• Good Atk or Sp.Atk
• Less than 3 weaknesses
• Must not be a legendary

How about a Goldeen? ( http://pokemondb.net/pokedex/goldeen )

It has:
1.) Its Little Cup
2.) Good attack stat for it (Best for that manner)
3.) If you have Lightning Rod ability, it only has Grass weakness, and thats canceled out by using a ice move like Ice Beam
4.) Its obviously it's not a legendary.

But, this is just one of the many pokemon that follows this listings. But, unlike the (supposedly) king of rain, Josh (Or TooJosh4U (But I would've spelled it 2Josh4U)), I'm not that bright in choosing weather teams, especially rain teams. But, I hope this works out for you!

Buizel!!

• Little Cup
• Ability Swift Swim, speed boost in rain
• High Attack and speed( 65 and 85 respectively)
• Learns Ice Punch to take care of Grass Types
• NOT a Legend

And, there's Chinchou!

• Good HP, okay attack
• Learns Signal beam for Grass Types
• Volt Absorbs heals it when it is hit by an electric attack
• Little Cup

My first thought was Chinchou, but its Attack was horrible, as was its Special Attack.
