Fire red, fog in Pokemon Tower, how do I get through it?

Question

Seriously, I'm getting so frustrated coz I can't get through the fog on the third level and no doubt I'll have issues with the next few levels if I can get past the third. I've done it before but I can't remember how, can someone pleeeease help me :(. Also I'm playing on my laptop and I have done it before with the same rom but a different emulator

You need the Silph Scope, which you get after beating Team Rocket in the basement of the game corner.

i got it from the team rocket base but i cant use it there and i still see fog
