I'm not even sure there is one, but if it's on PO, it probably means you can't freeze more than one of the foe's Pokemon at once.

TKL is correct, it is a clause on PO that makes sure no more than 1 pokemon can be frozen at one time(to prevent noobs from spamming freeze)
