This is the set that ~MegaCharizardY~ recommended for my team. It's meant to be used in a rain team, to set the rain.

Pelipper (M) @ Damp Rock
Ability: Drizzle
EVs: 248 HP / 232 Def / 28 SpA
Bold Nature
- Scald
- Defog
- U-turn
- Hurricane

This set is intended to set rain. Damp Rock prolongs the rain set up with Drizzle. Defog is used to remove hazards if necessary. Hurricane is STAB that can't miss in the rain, with a bonus of a confusion chance. Scald is another STAB move, with a decent chance to burn. U-turn is a pivot to switch into another team member, if necessary.

Roost is healing. Stockpile is boosting. Scald is STAB and sometimes status. Toxic is Stalling, while Ice Beam is coverage.

I love this set.  If you play doubles or triples, Sitrus berry is good for a quick burst of health while you set up.  if you're really lucky, the opponent won't even target Pelipper right away, giving you free turns to set up.

Pelipper @ Leftovers / Life Orb
Ability: Rain Dish
EVs: 248 HP / 8 Def / 252 SpA
Modest Nature
- Hydro Pump / Surf / Scald
- Ice Beam
- Hidden Power [Grass]
- Roost

Tank.
The EVs allow Pelipper to switch in 4 times without fainting while SR is up.
Hydro Pump is a bit more powerful than Surf, but has 80 accuracy and lower PP, so Surf is a solid alternative. Scald is an alternative as well if you want to fish for the burn. All three are of course STAB.
Ice Beam is used to hit Grass and Flying types, mainly.
Hidden Power [Grass] hits Water types.
Roost heals it.

Why not Scald? That would be great for him.
Surf and Hydro Pump are move offensive, but I put it as an option.

With a little bit of setup Pelipper can be very bulky.

This set lets Pelipper be a bulky Rain Abuser.

Pelipper @ Leftovers/ Rocky Helmet
Ability: Rain Dish
EVs: 252 HP / 52 Def / 204 SpD
Calm Nature
- Hurricane
- Roost
- Rain Dance
- Stockpile

Hurricane will never miss in the rain and is your STAB(Also may confuse the opponent making them a little less likely to hit you.)

Roost recovers your HP of course(Also Roost works well with Rocky Helmet, but Leftovers is a better choice with Rain Dish in my opinion.)

Rain Dance lets your Rain Dish ability recover your HP and makes Hurricane never miss.(Rain Dish + Leftovers + Roost will let you recover monstrous amounts of HP.)

Stockpile is the most important move on this move set because after using it twice you will double your Defense and Special Defense.

Now your biggest threat in this set is Electric type moves, but after 3x Stockpiles they shouldn't do enough damage to make you faint.

Also if you want you could throw a few PP ups on Hurricane or Roost. It wouldn't hurt if you did. (Also it would help Pelipper if it has good IVs in HP, Sp. Attack, Defense, Sp. Defense, and Speed.)

For use in a Rain Team.

A great Pokemon that can heal 3/16 of its HP every turn with the stack of Rain Dish in rain, Aqua Ring, and Leftovers! Also somewhat bulky and a great user of Hurricane due to the rain. Stockpile makes you undefeatable while you fire Scald and Hurricane at 'em!

I would go with this Pelipper:

Pelipper @ Assault Vest / Damp Rock
Ability: Drizzle
EVs: 4 HP / 252 Def / 180 SpA / 72 Spe
Bold Nature
- Ice Beam
- Hurricane
- Scald
- Hydro Pump / Roost

Ice Beam: Coverage.
Hurricane: GREAT move with Drizzle.
Scald: Pelipper's Defense is already high. With the burn, it will be insane, plus STAB and the rain boost leaves it with 180 power.
Hydro Pump / Roost: If you do have the Assault Vest, go with Hydro Pump to wallbreak. Hydro Pump with STAB and the rain boost give it a power of about 250 ((247.5)). if you have the Damp Rock, go with Roost for healing. I really suggest the Assault Vest to be able to take some Electric moves, but is your choice)

Here is a small moveset I did for the Pokemon Pelipper. It has good defense so having EVs in HP may be helpful with tanking hits. Modest to get the Special Attack up there to deal some heavy damage. You can also run Scald or Weather ball depending on how you want to use it.

Hurricane and Weather Ball are great STAB, Hurricane is 110 BP which is always accurate when Drizzle is up, and Weather Ball is always 100 BP because of rain being in effect. Scald is if you want the 30% burn chance, but because of my luck, I kind of find it unreliable. Defog is for getting rid of hazards, but if you already have a Defogger, you can use U-Turn for the pivot. Roost is for recovery, and so is Leftovers. Damp Rock is if you want rain up for longer, or if you're using Pelipper on a rain team

Why Leftovers over Heavy-Duty Boots?
Because I prefer the recovery from Leftovers than Heavy-Duty Boots, since I'd just recover the damage taken from stage hazards with Roost

Gen 8 BDSP Monotype (Water)

Ability: Drizzle

Timid Nature
- Hurricane
- Scald / Hydro Pump
- Defog
- U-turn

This is a Choice Scarf set used on Water-types in BDSP monotype. Hurricane is a powerful flying STAB move that doesn't miss in rain, which is something Pelipper sets up immediately with Drizzle. Scald or Hydro Pump is used for water STAB, the former being for consistent and having a burn chance, while the latter is for more power. Defog might seem weird on a Scarf set but is used for emergency hazard removal and can be used if you anticipate the opponent switching out on the turn you use Defog. U-turn is for pivoting.

Gen 9 Monotype Defensive Utility (Water)

Ability: Drizzle

This is a defensive utility set Pelipper can use for Water teams in Gen 9 Monotype. This set should be used on rain teams.

Hurricane is used as the STAB move on this set, as it doesn't miss in the rain, and Pelipper doesn't have Scald in Gen 9. Knock Off is used to remove items from opposing Pokemon, which cripples Pokemon who rely on their item. Roost is used for to provide Pelipper with a way to recover HP. U-turn is used to allow Pelipper to chip opposing Pokemon and bring in a teammate. This set doesn't have Defog because Pelipper doesn't have Defog(at the moment?) in Gen 9.

This set is designed for both setting rain and speed control. Hurricane becomes a 110(165 when you include STAB) base power, 100 accuracy, no drawback attack with a 30% chance to confuse the target when in rain which it sets up automatically. It has the damp rock to extend drizzle from 5 to 8 turns. It knows roost to heal itself. Once tailwind is up, pelipper should be able to barely out MAX IV MAX EV Flutter mane which is extremely common at the time of writing this thanks to the 8 speed EVs and timid nature I gave it. Lastly, I have defog. There were a ton of options for this move slot but I think this is the best choice because hazards can tough to deal with. I personally do not recommend terasteralizing pelipper but if you do I would do tera ground for defense and flying for offense.
