How do I get past the man guarding sunyshore city, Diamond

He says theres been a blackout there but I need to get past because I need to beat the gym leader ( plus im curious! ;) ) please help

You cannot get into Sunnyshore city until you have beaten all of the other 7 Gyms and caught/KOed Dialgia. Then you will be able to get into Sunnyshore city and fight Volkner.

How can you get Dialga if you need the HM Waterfall
