Struggle, but if you're desperate enough to use struggle cosmog to win instead of evolving it or using a different Pokemon until it evolves, then you probably need to find a new hobby and something better to do with your life.

There are a few ways Cosmog can deal damage, though they are all mostly through Struggle.

Cosmog Attacking through Struggle

• Simply depleting Cosmog's PP, which is easiest to do through forgetting one of its moves and spamming the other against a Pokémon that cannot damage it.
• A Cosmog inflicted with Disable that can use only one move will be forced to Struggle for 4 turns.
• A Cosmog inflicted with Imprison will be forced to struggle if the opponent knows Splash and/or Teleport.
• A Cosmog inflicted with Taunt will be unable to use Splash or Teleport, forcing it to Struggle for 3 turns.
• A Cosmog inflicted with Torment will Struggle every other turn if it cannot use another move.
• A Cosmog with an Assault Vest will always Struggle, unless its item is removed/disabled.

Other

• If an opponent makes contact while Cosmog is holding a Sticky Barb, it will pass onto the other Pokémon and deal damage to itself.
• An opponent using Trick/Switcheroo on a Cosmog with a Sticky Barb/Toxic Orb/Flame Orb/Black Sludge/Etc. will damage itself.
• Beat Up will account for Cosmog's Attack stat when used by another Pokémon on its team.
• Confusion technically has Cosmog dealing damage to itself, so...
