Does this count as a Game Freak logic question? Also Wattrel and Kilowattrel are explicitly inspired by petrels and frigatebirds, which are both sea birds.
Just point out they put seabirds in this group and call it a day.
oh ok I just thought they were inspired by regular birds

A quick look through the Water 1 group shows that there are Pokemon that are not necessarily strictly water types, with a lot of the Pokemon just having a lore/flavor relation to bodies of water. Wattrel and Kilowattrel's Pokedex entries mention how they live near the ocean and dive to catch their food. This also explains why other sea bird Pokemon like Pelipper, Swanna, and Cramorant are in the group. I see where the confusion comes from though because Kilowattrel is not a water type and it's not obvious just from looking at it that it's a sea bird.
