Does anyone know the Blastoise and Volcarona drop chances in the ongoing Blastoise event?

I still haven't gotten any Blastoises in this event, even though I already have 4 event Volcaronas and I got 5 Venusaurs in the last event.

I just remembered, doesn't the game say it's more likely to drop rarer cards if you battle the more difficult decks? Is that true?

It's 12.66%, at least according to the only source I know of.
