I'm currently playing Pokémon Emerald and I want to use Camerupt as my Fire-type Pokémon because it's very strong in the game. However, I checked its learnset and saw that it learns Flamethrower after its evolution, making it a bit frustrating since Camerupt itself doesn't learn it naturally. Is it worth waiting for Flamethrower, or should I grind for the Flamethrower TM, which costs 80,000 PD? Are there any better options?

Are you willing to teach overheat? The overheat earthquake combination is pretty useful. Do you have other Pokemon on your team that would benefit from an expensive Game Corner TM?
I dont like the drop from overheat and no other Pokemon is really worth the expensive tm. Also whats a good surf Pokemon?

Numel learns Flamethrower at level 41, which means its likely to stay a Numel before or after your battle with Tate & Liza, the 7th Gym Leader, assuming you don't go out of your way to farm EXP. I'd personally recommend you evolve Camerupt as soon as possible, and instead teach it a Fire type move through TM. Not only will Numel miss out on the stat increase it gains upon evolution for a sizeable duration of your playthrough, but also the use of any Fire type moves, solely relying on STAB Earthquake for damaging options, which is ineffective with a mere 60 base Attack stat. It may also be worth noting that Camerupt learns Eruption at level 45, which, while serving as a more unreliable, but far stronger alternative, is learnt just four levels after learning Flamethrower.

As for the Fire type move to use, Overheat is your best option. Not only is it easily accessible while progressing through the game, its got 140 total BP in Gen 3, and Camerupt isn't hindered by the Sp. Atk drop as much as other Pokemon would be, as the rest of its moveset is likely to be made up of non-Fire type Physical moves. Progressing through the game naturally should net you enough money to buy the Flamethrower TM, which you can use in place of or alongside Overheat to deal with Pokemon that don't require the additional BP. Fire Blast can serve as a cheaper and stronger, but less reliable alternative to Flamethrower, bought at the Lilycove Department Store.

A good moveset for Camerupt may look something like this:

Camerupt @ Soft Sand
Ability: Magma Armor
- Flamethrower / Fire Blast
- Earthquake
- Overheat / Eruption
- Return / Strength

I don't know if rock slide is really that useful when a super effective rock slide does effectively the same damage as a STAB earthquake. (and Camerupt is pretty useless against Tate and Liza regardless of what moves it uses) It might be better to use 2 fire moves, like eruption and flamethrower or overheat and flamethrower.
Rock Slide is generally useful for covering against Flying Pokemon that Earthquake otherwise does nothing against, although Flamethrower and Overheat can cover plenty of those present in the Hoenn dex (Such as Skarmory or Tropius), while others are poor matchups that it shouldn't go against (Such as Pelipper), so two alternate Fire STABs may be better.
Also, I brought up Tate & Liza as emphasis on how long you'd have to prolong Numel's evolution to get Flamethrower, rather than it being a good matchup for the gym.

Yes, rock slide does a tiny bit more damage than flamethrower against 2 of these Pokemon, but is it really worth using over eruption which does a lot more damage whenever Camerupt's HP is full?
Fair point actually, Overheat and Eruption would have far more applicable uses than Rock Slide, and even upon learning it, Strength and Magnitude would still serve as much better attacks. I'll change my answer to account for it.
