So the real question is which level they will be at but I know from the text the event will last from Today, 2024 - January 5, 2025, I don't know how it works this will work and what level will it be who is experienced with this event please help

Rayquaza should be expected to appear at level 75.

The sixty-sixth Tera Raid Battle event was the big soft tie-in to the Pokémon Horizons anime and features a 5 Star Raid Battle against a Dragon Tera Type Rayquaza. This Rayquaza can only be captured once per save file and is the first Tera Raid Battle with a guaranteed Shiny Pokémon

Looking at the other raids, specifically the Corviknight and Bellibolt raids, we can see they are level 75. 5 star raids are usually level 75, so it makes sense to assume the Rayquaza will be level 75 in the Tera Raid. I suggest leveling your Pokemon to level 100 and optimizing your Pokemon with max IVs and EV training to be prepared for the raid battle.
