Is there a relationship between damage done and HP healed with Shell Bell?

I'm building an Emboar set with Reckless and want to off-set the damage from Head Smash and Flare Blitz.

The Shell Bell will recover 1/8 of the damage dealt. This obviously means that the amount healed goes up with the damage output, but I don't think Shell Bell will ever recover more HP than recoil takes away.
