Can Ruiniation Knock out a Pokémon?

Question

The target has the same Sp.D as my Pokémon has Sp.A. The target has 1 HP left, and 1/2 ≈ 1. A KO? Or must the damage be an integer?

It's too similar to Nature's Madness from the Tapus or Super Fang. Both examples halve the opponent's total HP in damage. I believe that damage is rounded up... so I don't think it can KO.

Yes, provided the target is on exactly 1 HP.

It always deals at least 1 HP of damage.
